I don't know what to make of this, but OED locates an early instance of the British slang sense of "dogging" ("The practice of watching or engaging in exhibitionist sexual activity in a public place, typically a car park, esp. as part of a gathering arranged for this purpose.") in 1986. The more general sense of hounding, following on somebody's heels, dates to 1519.

"Literary" is the important qualifier, @Doug, with respect to OED, I suspect. I can imagine that Blues artists of the '20s and '30s knew well a sense of the word that wouldn't achieve for decades the degree of literary warrant to qualify for inclusion in OED. People said it, but they didn't write it.
